Hey guys!
I have a faulty xps laptop that i managed to recover form a landfill
The laptop does not turn on normally on a charger nor it doesn’t charge the battery.
I checked the motherboard for shorts and could not find anything everything seems fine.
PCH and CPU are not shorted
At 20v the laptop takes around 0.08A when i press the power button the power jumps to 20v 0.200a which shows the laptop tries to boot and then back down to 0.08a
The fans dont kick in or anything its just current draw and then back down to 0.08a
i think? the bios might be corrupted however i am unable to desolder it right now to read any data out of it
Has anyone repaired these before because i am a little bit lost
Laptop can't negotiate 20v from a power brick the original charger is dead the light stays on but doesnt produce any power when connected to any device
Whenever plugged in to a quick charger the laptop consumes 5v only, the supposed battery voltage in stays at 4.5v and cant hit the proper 8.4v that supposedly charges the battery
Still nothing is shorted and nothing really gets warm
Be sure the USB-C chargers are with the proper power rating. Also does the replacement charger even support 20V power delivery contracts?

Thank you for your reply!
I have multiple chargers that i tried before the battery does not charge at all, do i need to have original charger only for it to charge?
Samsung charger that supports 20v 3.25A
Bench power supply that i can provide the laptop with 20V also directly through usb meter
So far the laptop does not want to charge the battery nor turn on.
But i think i found a partial short on the PD controller that measures 140ohms
Schematics & BV files for the LA-E671P board for this model are posted here:

This is ok for this model.
There are 2 sides of every USB-C connector. One side will use the CC1 pin for power delivery (PD) contract communications while the other side will use the CC2 pin. Is there a difference if you take the power adapter and rotate it by 180 degrees and test again?
In general, suggest to remove all power and do not plug the power adapter to the wall. While the adapter is without power, dock the USB-C cable to the logic board. Then plug in the adapter into the wall power. This is to prevent cross shorts of the power rails on the USB-C connector.
PD is over the CC1 / CC2 lines and are linked to the PD controller @ U19.
Remove all power. Meter in DIODE mode. Red meter probe to ground, yes red. Black meter probe to the point to test.
Test in diode mode:
TBT_A_CC1 ; a low measurement often means that the TVS diode has triggered and must be replaced
TBT_A_CC2
PD rom appears to be @ UT4. Confirm the VCC pin voltage @ pin 8.
On the Compal LA-E671P motherboard (used in the Dell XPS 13 9370), the TPS65982D acts as the Type-C USB Power Delivery and Thunderbolt controller. [1, 2, 3]
If your laptop is not charging, is stuck at 5V, or is completely dead, a corrupted Type-C controller firmware chip is a highly common failure point on this specific board. [1]
🛠️ Hardware & Location details• The Chip: The motherboard features two Type-C ports controlled by TPS65982D chips.
• The Firmware ROM: Each TPS65982D controller has its own dedicated external SPI flash memory chip (typically an 8-pin SOIC chip, like a W25Q80 or similar 1MB/8M-bit flash) located right next to the controller.
• The Issue: The firmware stored on these small SPI ROMs frequently gets corrupted, causing the laptop to stop negotiating 20V from the charger. [1]
💻 How to Get and Flash the Firmware
Option 1: Official Software (If the laptop can still boot)
If the laptop powers on but has Type-C or Thunderbolt issues, Dell packages the Texas Instruments firmware into their system updates:• Go to the Dell Support Drivers Page and input your service tag.
• Look for the Intel Thunderbolt Controller Firmware Update Utility or TI TPS65982 Type-C firmware package.
• Alternatively, you can use the official Texas Instruments TPS65982D Firmware Update Utility app on the Microsoft Store if Windows is functional. [1, 2]
Option 2: Hardware Flashing (If the laptop is dead / stuck at 5V)
If the laptop has no power and you need to physically rewrite the SPI flash chip using an external programmer (like a CH341A, RT809F, or SVOD):• Locate the ROMs: Find the Type-C controllers on the motherboard and look for the small 8-pin flash chips nearby.
• De-solder or Clip: Desolder the chip or use an SOIC8 test clip to connect it to your programmer.
• Obtain the Clean .bin Dump:• Because Dell encrypts their downloadable executables, you cannot easily extract the raw binary from the exe.
• You will need to download a verified working, clean master dump (often called a "Type-C ROM dump" or "TPS65982 dump") from technician forums like Badcaps Laptop Troubleshooting or ******* (redacted by Moderator) . Search specifically for "LA-E671P Type-C ROM bin". [1]
• Flash: Erase and rewrite the chip with the verified .bin file, then solder it back onto the board.

If you have verified that your bench charger outputs 20V but your USB ammeter is still stuck reading 5V and ~0.0A, the issue is localized to the board itself: [1]• The UT4/UT6 Firmware ROM is dead or corrupted: This is the most common reason the handshake fails, causing the TPS65982D to refuse to request the charger's 20V profile.
• Blown TVS Diode or Input Mosfet: Check the entry protection circuits directly behind the Type-C port pins.
• Dead TPS65982D Controller: The Type-C controller itself may be internally shorted and unable to talk to the charger.
Thank you for your reply!
The laptop can take 20v directly from the power supply but that is a dangerous level of heat created on the board
The **TPS65982D **is probably shorted, i will follow your steps once i am home!
The faulty pd controller that is giving immense amount of heat at 20v is U21, when charger is connected to the charger port any charger connected doesn’t get more than 5v power
20v directly from the bench power supply overheats the U21, the power controller gets hot no matter what usb port plugged in at 20v
Two other power controllers U19 & U20 barely get warm
TBT_A_CC1 is missing seems someone who had this laptop before tried to clean this laptop or maybe it was a repair man poking about and blew the diode smooth off
TBT_A_CC2 is at .525 in diode mode
The UT4 pin 8 has 3.1v/ish on it
Took out the **U21 **PD controller
The partial short of 124ohms is gone, now we are sitting in kilo ohms
I think the PCH is unfortunately gone
The laptop still doesn’t negotiate 20v from the charger
At 20v the laptop turns on for 4-5 seconds and shuts off 20v 0.800ma
The battery does not want to charge
Yesterday I fixed the same laptop with similar simptoms.
There is 20V, but only about 0.5a.
Sometimes I can switch it on, but no POST and switches off after 5 seconds.
Sometimes it does not turn on at all.
Battery not charging.
With many CMOS resets I could turn it on, and it loads to Windows. Battery charges very slowly.
When I got it to POST, I pressed F12 where I could select BIOS Flash option.
In BIOS flash it could not detect any USB drive, but as there were NVME drive installed, there was a recovery BIOS in a folder and I could flash it.
While it was flashing, it tried to update USB C PD controller firmware 2, and it showed as failed. Then it tried to update USB C PD controller 1, it showed that the firmware is already up-to-date.
That made me investigate USB C controller closer.
By the SD card reader, there was a black sticker. I removed it and there was USB C firmware chip with corrosion next to it.
I tried to clean it, but the corrosion was so severe, that the components and pads were destroyed.
Then I soldered a wire and attached the missing components (I did not have 0201 components, to I used 0402).
After the fix, the laptop turns on without problems, battery is charging and USB devices get detected.
So, my advice - check for corrosion.

Thank you for your reply!!!
Yeah un/fortunately i already did couldnt find anything except for 60tones of pocket lint that i had to clean off
quick dunk and proper scrub down got rid of everything nothing really around unfortunately glue melted everywhere that is one of the issue i though maybe cola but definitely adhesive
I am still fighting to get the laptop going.
The only thing i am worried is the fact that the cpu or the pch is actually toast so i am still going strong until i wont be able to figure it out anymore
Again thank you for your helpful message, still determined to get this laptop working!! 😁😁
Laptop takes 20v 0.700ma cpu and pch is getting warm
Stays for few seconds and goes off doesn’t power cycle just turns off.
The laptop doesn't want to take 20v on its own from any power adapter unless fed the 20v from the power supply directly
When battery is plugged in the laptop wont start at all nor will it charge the battery i cannot find any shorts anymore not even partial shorts to figure out what might be preventing the laptop from charging the battery except for maybe the battery being dead itself?
All voltages are present when the laptop is being turned on.
so i guess the laptop is permanently toast one thing i can think of is the corrupted bios perhaps?
And if that is not the case the pch is toast 😞
To confirm if the PCH is defective or not, test the resistance to ground of the 3v3 rails consumed by the PCH. Also test the VCORE cpu power rail resistance to ground.
3.3v is 0.200 mega ohms
Vcore is 4.6 ohms
